Air Permitting (New Source Review / Title V)

New Source Review (federal and state) and Prevention of Significant Deterioration (PSD) air permit applications require the completion of complex analyses to satisfy the engineering review requirements of regulatory agencies, including the determination of air pollutant emission rates, evaluation of appropriate emission control technologies, and demonstration that the proposed emissions will result in acceptable air quality impacts.

Part 70 of the 1990 Clean Air Act Amendments (Title V) requires that major sources of air pollutants obtain renewable operating permits from state agencies with approved authority.  Assembling a complete operating permit application requires a knowledge of emission unit operations, determination of applicable state and federal requirements, an understanding of methods whereby compliance will be regularly demonstrated

Compliance Evaluation and Support

Emission sources are required to operate within the limits of applicable emission standards.  Auditing procedures are used to determine the compliance status of process operations through facility inspections, records reviews, and analysis of applicable regulations.  Technical analyses and support are provided to mitigate enforcement actions, negotiate consent order conditions, and provide expert testimony.
